I.
Job Summary
The Head of Financial
Inclusion at the Cambodia Microfinance Association (CMA) is responsible for
leading and coordinating efforts to promote financial inclusion and drive social
impact within the microfinance sector in Cambodia. This position plays a
crucial role in developing strategies, implementing programs, and fostering
collaborations to enhance access to financial services and generate positive
social change. The Head of Financial Inclusion will work closely with CMA
members, government agencies, NGOs, and other stakeholders to advance the
mission of inclusive and socially responsible microfinance in Cambodia.
II.
Duties and Responsibilities
1.
Strategy Development and
Implementation
§ Develop
and execute a comprehensive strategy for financial inclusion and social impact
in alignment with CMA's objectives and the national development agenda such as
the National Financial Inclusion Strategy (NFIS) of the National Bank of
Cambodia.
§ Identify
key focus areas, target populations, and geographic regions to prioritize
financial inclusion initiatives.
§ Collaborate
with CMA members, regulators, and other stakeholders to ensure the effective
implementation of financial inclusion strategies.
§ Support the development and implementation of communication strategies to raise awareness and promote the importance of financial inclusion and social impact in Cambodia.
2. Policy Advocacy and Partnerships
§ Advocate
for policies and regulations that support inclusive finance and social impact
in collaboration with members, relevant government agencies and industry
stakeholders.
§ Build
and maintain strategic partnerships with national and international
organizations, NGOs, and donors to leverage resources, expertise, and networks
for financial inclusion initiatives.
§ Represent CMA in key forums, conferences, and working groups related to financial inclusion and social impact.
3. Program Development and Budget Management
§ Collaborate
with CMA senior management to identify strategic program priorities and goals
that contribute to the financial inclusion strategy.
§ Develop
detailed program plans, including objectives, timelines, budgets, and resource
allocation.
§ Oversee
the implementation of programs and projects, ensuring adherence to timelines
and budgets.
§ Coordinate
project activities and deliverables among internal teams and external
stakeholders.
§ Monitor
project progress, identify risks or issues, and develop mitigation strategies
to ensure successful project outcomes.
§ Collaborate
with the finance team to develop program budgets and monitor expenditure.
§ Ensure proper financial oversight and accountability for program funds and resources.
4. Capacity Building and Training
§ Develop
and deliver training programs, workshops, and capacity-building initiatives for
CMA members to enhance their understanding and implementation of inclusive
finance practices.
§ Provide
technical assistance and advisory support to CMA members in designing and delivering
responsible inclusive financial products and services.
§ Foster
a culture of continuous learning and knowledge sharing within the microfinance
sector.
§ Support the workshops, conferences, and knowledge-sharing events to facilitate dialogue and learning among industry stakeholders.
5. Research and Data Analysis
§ Conduct
research and analysis on financial inclusion trends, best practices, and
emerging technologies relevant to the Cambodian microfinance industry.
§ Collect
and analyze data on the impact of financial inclusion initiatives and
disseminate findings to inform decision-making and policy dialogue.
§ Contribute
to the development of industry reports, publications, and case studies on
financial inclusion and social impact.
§ Contribute articles, thought leadership pieces, and other content to relevant publications and platforms to disseminate best practices and innovations.
6.
Monitoring and Evaluation
§ Establish
monitoring and evaluation frameworks and tools to track the progress, outcomes,
and impact of financial inclusion programs.
§ Collaborate
with CMA members to collect and analyze data on financial inclusion indicators,
such as access to finance, usage, and client outcomes.
§ Prepare
regular reports and presentations to communicate the impact of financial
inclusion initiatives to internal and external stakeholders.
III.
Qualifications and Skills:
§ At
least holding a bachelor's degree in a relevant field such as economics,
finance, development studies, or business administration or an equivalent
degree
§ Minimum
of 7 years of experience in financial inclusion, social impact, or related
fields, preferably within the microfinance sector or development organizations.
§ Strong
knowledge of financial inclusion principles, practices, and methodologies.
§ Familiarity
with the microfinance sector in Cambodia and understanding of the local
context, regulatory environment, and stakeholders.
§ Demonstrated
experience in strategy development, program management, and partnership
building.
§ Proficient
in monitoring and evaluation methodologies, data analysis, and impact
assessment.
§ Excellent
communication, presentation, and facilitation skills.
§ Strong
analytical and problem-solving abilities.
§ Ability
to work collaboratively in a multicultural and diverse environment.
§ Fluency
in English and Khmer, both written and spoken.
